First find a good sunny area, easy to get into and work. Depending on the type of rose you want to plant, build up the soil for that. (see links). Turn the soil now, in the winter and get the soil ready for spring. Many insects like rose bushes, so a proper start is easier than fixing it after you started.
Depending on the other flowers you want to plant, some do not like the same soil PH as roses, and you do not want to have plants that shade the roses and/or their stems/roots. Roses do not like wet stems.
If your doing it just for looks, they have many dwarf rose plants that are real hardy, they are more of a bush than a real plant. But they also have smaller or more of a carnation looking rose. They also have creeping, vine type roses, if you have a trellis those are good also.
A lot of this all depends on your area you want to use, full sun, partial sun, shady, etc. All plants take different settings.
Stop by a neighbors home that has a rose garden, ask them, throw out some praise and they will be happy to talk. Besides what I have written in here, unless we know your area, your planting zone, your location for the garden and your soil composition there is not a lot we can say.
